Integrated Regional Water Management (IRWM) Disadvantaged Community (DAC) and Tribal Involvement Program

The DAC Involvement Program, authorized by the Water Quality, Supply, and Infrastructure Improvement Act (Proposition 1), allocated $1.3 million to the Mountain Counties Funding Area for the purpose of ensuring involvement of disadvantaged communities , economically distressed areas (EDAs), or underrepresented communities in IRWM planning efforts. DWR manages the implementation of this effort. The primary objectives of the DAC Involvement Program are as follows:
  • Work collaboratively to involve DACs, community-based organizations, and stakeholders in IRWM planning efforts to ensure balanced access and opportunity for participation in the IRWM planning process.
  • Increase the understanding, and where necessary, identify the water management needs of DACs within the funding area.
  • Develop strategies and long-term solutions that appropriately address the identified DAC water management needs.
 
There are 10 IRWM regions, plans and Regional Water Management Groups (RWMGs) in the Mountain Counties Funding Area (MCFA). They include:

Sierra Institute for Community and Environment

​In 2017, the Sierra Institute for Community and Environment was selected by representatives from each Integrated Regional Water Management (IRWM) regions in the Mountain Counties Funding Area (MCFA) to be the applicant for the Proposition 1 Disadvantaged Community (DAC) Involvement Program.

The Sierra Water Workgroup (SWWG) is working with the Sierra Institute to assist in identifying the water management needs of DACs in each IRWM in the Funding Area.

 

DAC Coordinating Committee

The purpose of the MCFA (DAC) Coordinating Committee is to collaboratively work together to oversee the submission and management of grants from the California Department of Water Resources’ (DWR) for the Disadvantaged Community Involvement Program authorized by the Water Quality, Supply, and Infrastructure Improvement Act (Proposition 1.)
The goals of the DAC Coordinating Committee are to:
·        Work collaboratively with the ten IRWMs in the Funding Area to secure grant funding from DWR for the DAC Involvement Program by negotiating in good faith to achieve consensus on the selection of an applicant and fiscal sponsor.
·        Coordinate with the grant administrator and maintain decision-making authority over the implementation of grant funded activities.
·        Ensure the grant funds are appropriately used throughout the funding area in an equitable manner.
